Job Description
If your passion lies in planning and assisting with challenging projects, then we invite you to explore with us! Join our team and be part of a growing National Environmental Policy Act compliance group. This position can be based out of any major city in Texas.

In this role you will work closely with our NEPA Program Manager and other NEPA and Environmental Planning Project Managers across the United States to prepare winning proposals and manage federally funded projects for public and private clients, as well as projects for federal agencies. The projects range from Categorical Exclusion documents to Environmental Assessments under various agency guidance frameworks. Projects to analyze include renewable energy production, transportation facilities (multimodal facilities and roadways), and stand-alone structures.

While managing NEPA projects you will work closely with Texas, Gulf Coast, and Midwest environmental planners and subject matter experts who conduct the technical field studies, analysis, and prepare the permitting requests-including our in-house Cultural Resources, Waters of the US, and Biological Resources teams. You will also have the opportunity to mentor staff on quality practices and report writing.

Essential Roles and Responsibilities:
  • Develop proposals and pricing for NEPA projects under guidance from various agencies.
  • Manage NEPA projects (categorical exclusion applicability documents and environmental assessments) that could include field studies and permitting.
  • Prepare proposals for NEPA related services.
  • Prepare technical sections of NEPA documents, including baseline and impacts.
  • Collaborate with other NEPA project managers and practitioners in other Terracon offices to team on large project efforts and promote best practices.
  • Mentor staff.
  • Meet with clients and regulatory agencies to facilitate accurate project schedules, define actions, and review proposed level of review under specific agency requirements.
  • Promote safe work practices and develop project budgets with safety in mind.
  • Promote continuous quality review and improvement on projects.
Requirements:
  • Bachelor's degree in Environmental Science, Biology, or related discipline and 9 or more years of experience in the practice.
  • Experience with multiple federal agency requirements under NEPA.
  • Ability to mentor junior staff.
  • Ability to travel out of town up to 20% of the normal work week.
  • Valid drivers license with acceptable violation history.
  • Posses strong technical writing skills and ability to provide feedback to technical staff.
  • Experience managing or conducting studies for Federally-funded projects, overseeing technical studies and providing regulatory guidance.
  • Task management skills with ability to complete work on schedule and within budget.
The national standard salary range for this position is $87,800-$136,100. The base range may be adjusted based on the specific location of the applicant. Final agreed upon compensation is based upon individual qualifications and experience.
